article thumbnail The Council of Europe, the first pan-European organisation that was set up in 1949, is based solely in Strasbourg, France, a symbolic choice made just after World War II, and has currently  47 Member States.  The Council emerged from a desire to defend human rights and parliamentary democracy and ensure the rule of law.  It is responsible for concluding pan-European agreements in order to harmonise the social and legal practices of Member States and for promoting awareness of the European identity, which is based on shared values and transcends all cultural differences.
